The EO represents local authorities (and related employers) in negotiations with trade unions and the government over pay and conditions. We also advise local authorities and related employers on the following national negotiating machinery:
The EO services the National Joint Council for Workshops for the Blind which negotiates pay and conditions of service for blind workshops' employees.

JNC for Youth and Community Workers Committee:
The Joint Negotiating Committee for Youth and Community Workers Committee was established in 1961 following recommendations from the Albemarle Report on the Youth Service in England. The employers’ side of the JNC for Youth and Community Workers is made up of: the Local Government Association (LGA), the Welsh Joint Education Committee, the National Council for Voluntary Youth Services (NCVYS),Community Matters, and the Council for Wales of Voluntary Youth Services. The staff side is made up of: Community and Youth Workers Union (CYWU), National Association of Teachers in Further and Higher Education (NATFHE), National Union of Teachers (NUT) and UNISON.

Local Government Services:
The pay and terms of conditions of employment for over 1.4 million local government services' workers is determined by the National Joint Council for Local Government Services (NJC for Local Government Services). The NJC for Local Government Services has 70 members: 12 on the employers' side and 58 on the trade union side.
In 1997, the NJC for Local Government Services agreed a national framework with potential for local modification to suit local service requirements. Known as The Single Status Agreement, these pay and conditions of service agreements are published in the Green Book. Local authorities can obtain copies of the Green Book from their regional office.
